Perhaps the "Change Audit" report feature does what you want:

It is not triggerd by the change, but it should be possible to schedule it periodically
to be informed instantly when someone leaves the config mode on a device, the automatic action feature for syslog messages can be used:

you can copy the filter from the one that is used to backup configurations if certain syslog messages arrive at the LMS server;
this can method can include false positives because the syslog message is send each time when you leave the config mode on a device, if a change was made or not.
