Cisco 1111 ISR 8P with no password reset

We downloaded a new BIOS to router and the tech del old but then new did not fully download.  I am getting 

 

Unsupported package header version (1868653600)
Failed to find bootable image on device bootflash:

........

autoboot: boot failed, restarting...

Resetting .......


Rom image verified correctly

I did the break and told it yes to factory reset but I am still in the boot loop.

your info "and the tech del old ..." is a little cryptic?

the message has little to do with password recovery 
it either means the image is missing, corrupt or you loaded an image not suitable for this hardware

-> you need to boot into rommon and load a valid image from USB / TFTP / etc.

The Technician onsite seen both the new and the old BIOS listed in flash on the router, so he deleted the old bios.  The new bios did not fully download so now I am in a boot loop.

we have (no password reset) so I cannot get into rommon 

Hi,
 
You need to get the router into ROMMON mode first.
You will need a method of copying the proper IOS file to the flash on the router either by a USB stick or tftp server locally connected to the router.
 
Turn the router off (O), wait 5 seconds, and turn it on (|) again. Within 60 seconds, press the Break key. The terminal displays the ROM monitor prompt.
 
Note
Some terminal keyboards have a key labeled Break . If your keyboard does not have a Break key, see the documentation that came with the terminal for instructions on how to send a break.

Press break. The terminal displays the following prompt:

From rommon> prompt you can see the commands available with the "?" key.

As I suggested before , your problem is not a password recovery problem but an corrupt IOS image problem 

you do not need a password to get into rommon ????
you need to interrupt the boot process before the rommon attempts to load the IOS

look for a message on the console like "press <xxxx>  to interrupt autoboot"

if this does not appear, press  escape or enter or send a "break" signal from your terminal emulator
you need to experiment with the right moment to do so so press repeatedly before the IOS loads
is the ios starts loading  wait until the next boot cycle and try again
