We recently received an upgrade to our Cisco DPC3939B Modem that we have through Comcast. After the upgrade we are experiencing flapping and latency with our circuit (see image).

We have contacted Comcast although their engineer stated that they are not in control of the software updates and we need to reach out to Cisco to report the issue.
Does anyone know which division at Cisco would be able to handle this issue? TAC informed me on the phone to contact Comcast. (Seems like a typical finger pointing game to me)
