Cisco Firepower 2130 no console access when connected to ISE

I have a couple of Cisco Firepowers that I can access thru SSH or the FDM, but I can't console to them? They are connected to a Cisco ISE device. When I disconnect from the ISE I regain console access. 

-Software version: 7.0.5-72
-Configured with primary and secondary
-Base license
-Not using FMC

Can someone tell me how to get console access with out disconnecting the ISE?

As I know you can access via console to firepower only using local username not via AAA 

So connect ISE and use local (admin) username and password to access

I can't console using the local admin account while it's connected to the ISE, but when I disconnect from the ISE the local admin account works. 

The local admin account is not in the Identities on the ISE, maybe it needs to be?

are you config ISE user with priv 15 attribute ?
