Is this avilable on Cisco LMS to get BGP flapping (because link , or neighbor , etc ) , please advise.

If the cisco device sends the syslog to the LMS server you should be able to configure an custom syslog alert for this event.

Check out:

Admin > Network > Notification and Action Settings > Syslog Automated Actions
