When trying to configure port settings:
ERROR: C2960X the CommandSet feature feature failed for this device
java.lang.NullPointerException

=> did you enable http/https access to the device?

It happens regardless whether I connect via http or https.

Everything else is ok, only when try to configure port settings.

The server 10.1.1.3 failed to respond

suggests 10.1.1.3 is not reachable for http(s) requests! 
so the question is does the switch-config contains HTTP/HTTPS enable command? (not within CNA)
if in doubt attach the running-config of the switch to this post, the i can check.

If http(s) isn't running, wouldn't I won't be able to connect at all?

I can connect and view/configure everything else except ports.

Hello,

the nullpointer exception is caused by Java, not much you can do about it. Which Java version are you running ? You can try and upgrade your Java, check the link below:
