anyone knows in a IA architecture with for example 2x CAT 6880 + 20 IA clients (CAT6848) how many licenses should we consider for PI v3, (L-MGMT3X-6K-K9), Cisco Ent MGMT: PI 3.x LF,AS & APIC-EM Lic, 1 Cat 6K?
should we consider 22 Managed Devices licenses or only 1 Managed Device license?

For wired devices, you consume one license per managed IP address.
If your 6880s are in a VSS cluster, they and all the downstream IA "linecards" would consume a single PI 3.x license.
Your Cisco partner should be able to confirm this. If you're the partner or if they have doubt, you (or they) can always use Partner Help Desk to confirm.

sorry for my late reply, I get a different answer from Cisco.
"You will need licenses for everything"
So I conclude that despite of IA architecture, all devices (IA Parents and IA Clients) will need to be licensed in Cisco PIv3.
