Cisco Prime 3.1 does not come back from ncs stop

Hi community!

We have 2 appliances in HA. We run "ncs stop" on the secondary to make a reboot and when it was back we run a "ncs start" now we are receiving this error:

Prime/admin# ncs start

Starting Network Control System... This may take a few minutes... Health Monitor is already running. Failure during Network Control System startup. Check launchout.log for details.

Any idea about how to recover without a reimage? :(

Ok. Seaching we execute "ncs stop" three times and reload, and now is up, but Secondary is active and Primary as secondary. 

Now we need to set primary as primary active again... HA failover is automatic. Anybody know how so set this back?

Ok solved! I launch health monitor and I did force the failback and now everything is fine.
