if a monitored port goes down and later up again, this will be seen as "Cleared" event of type informational; so you need to check the Informational box under Events for your Notification Group.
If a port is down when DFM discovers (learns) the device, the port will be in unmanaged state; you won't see any state changes from unmanaged ports, so no notifications will be send out.
