When you say LMS 4.0 is not displaying faults as red when its either rebooted or powered down, I'm assuming you are referring to Topology Services. Topology services updates are not real time and depend on the last ran data collection and schedule to update its views. You should be using a combination of syslog notification and fault monitor to alert you when the device reboots or powers down.
