Okay, I seem to be hung up on this...I want to create a new banner message, but when I paste the the text (from Notepad) to my terminal, the whole text doesn't paste. I figure this is a buffer issue, that the device can't handle the text all at once. I see no place to make this change (or I'm not understanding) in Putty or TeraTerm. Help!!

Normally the buffer can handle about 50ish lines of text before it needs to pause to catch up.
I use Xshell and it has an option to add a "Paste Delay" under Advanced session properties. (I'm told SecureCRT has a similar option.)
While the base PuTTY doesn't allow you to modify pasting behavior to address this, there is an enhanced version - PuTTYTray. You can find it at https://puttytray.goeswhere.com/.
They have added an option to pause a few milliseconds after each line so that the target device's buffer doesn't get overrun. Here's a screenshot showing the new option (right hand side) compared to the regular PuTTY option (open in new tab to zoom):

Marvin, thanks greatly for your response and the new tools. I changed paste delay per line from 0 to 25 to 50, 500 and 5000. Each and every time it stops at the same place...a. Bizarre....

You're welcome.
How many lines in your banner?
Does it perhaps include a special character? That would cause the buffer to choke as well.
