Control bandwidth usage through QoS on ASA5510

I would have a requirement to limit the Internet bandwidth usage of users in our LAN which has 12 MB Internet connection.

Existing problem:

In cases when a user download a large file or is updating their OS, particular IP consumes large portion of the Internet bandwidth. In that case other people are experiencing very slow Internet access. I would wonder if there is a way to avoid this situation through the ASA.

Expected Solution:

Limit any single user to use maximum of 2 MB, but when the bandwidth is free, the user can share the available free bandwidth with others. Please note that I don't mean to limit 2 MB for the whole IP range (Ex. 172.34.45.0/24). Limitation should be applied only per user/IP of the existing IP range.

QoS in general cannot be configured per-user (unless one knows the specific IP address in advance). That includes on the ASA platform.

You can distinguish between classes of traffic (say, web vs voice) but not between web user #1 (whose address is not known ahead of time) and all other web users.
