Correlate unreachable devices with their reachable neighbors

Is there a generic report in LMS 3.2 that will determine all unreachable neighbors connected to reachable devices?  In other words, generate a report that summarizes if a device is considered unreachable, to what reachable device is it connected to?

No, there is no such report.  The Discovery report will show you neighbors for reachable devices but not the unreachable ones.  However, there is an enhancement request open to add this information to the Discovery report that exists under Common Services > Device and Credentials > Device Discovery.
