Quite like the title, what is the difference Between "request platform software package install switch all file flash" and "boot system flash?"

The first command tells the system to unpack the BIN file.  

The second command specifically instructs the system to point to a specific boot variable string.

NOTE:  In some hardware the command "boot system flash <FILENAME>" is not enough and guarantees it will boot into ROMMON.

To add to @Leo Laohoo correct summary, it is the difference between running the firmware in INSTALL or BUNDLE mode.

 

It should be noted that running in BUNDLE uses more system memory to run run the monolithic image and also the auto-upgrade feature does not work in this mode.

INSTALL mode should be considered the default and preferred running mode.
