Dear colleges,
please check the attached photo and my equation, is there a connecting between PC1 and PC4 that has different IP's and subnet Mask and how we can do that and if there is no connection why ?. thanks in advance.

By having a router in your topology, it is possible to have connectivity in totally different networks.
In the router you must configure the interfaces that belong to each network with an IP that belongs to the network to which it is connected.
The ip you configure on the router will be the ip gateway for the entire network to which this interface belongs.

If 2 hosts are on different networks or subnets (like u have ) , then a router is needed to route packets between them. note that router can be replaced with L3 switch (L2 switch plus function of routing)
if 2 hosts are on the same network/subnet, then no router is needed;
L2 switch is needed to connect more hosts and to separate them into vlans. L2 switch uses vlans if you want to separate one domain from others. All hosts in the same vlan x and on the same subnet can talk to each others without any routers. Hosts in vlan 10 and vlan 20 would not communicate with each others without help of a router or L3 switch.
Note: vlan usually means same subnet/network
