DNS Server Unable to work, help needed!

Whenever I try to reach the DNS using web browser in the DNS server/ NS lookup, it says request timed out.
I have attached my pkt file below, any help would be appreciated.

who is trying reach DNS ?  laptop in vlan 100 does not have IP; DHCP server says no IPs are available to give out.  I just deleted dhcp pool and added new ones.  

Also pools you have on that DHCP sever point to wrong IP of DNS server, which should be 128.4.1.3.

Once you do fix those 2 items, laptop gets IP and able to ping serves and routers

i change it in 128.4.1.3 .now it say server reset connection
