What will be the difference to configure a IP SLA track with and without EEM Script?

Ip sal track use for static route add and remove it automatic but
Adding ip sla track with eem you can add command send email ... any other operation you want as action.
For example, you can config ip sla track with eem if the status change from up to down tue eem action can add route to bgp routing protcol.

will the eem have any impact over the system? make it slow, or something like that?

what EEM script are you trying to run ? EEM scripts can be very long, and impact the system, it all depends. Give us some more details on what you are trying to accomplish with the IP SLA and/or the EEM script...

the idea is to monitor is some specific interface went down. and send email or if a reachability to a specify IP was lost.

it depend ON
for example add route
this make Router do routing process for new route and make new L2 adj and ....
so we use EEM only if the Router dont have any automatic protocol server the same purpose.
