how we can set that if the fastethernet port of switch utilization execd then 10 mb then this port sent the FECN to the conected device.

I've only seen FECN/BECN on frame-relay interfaces. For ethernet, you'd probably see ifInDiscards and locIfInputQueueDrops incrementing.
