Firepower 1010 cannot access web GUI

I am having some trouble with a new Firepower 1010 that was delivered with 7.2.5 running on it. I was having a few problems with a port not passing traffic when set to auto-negotiate, but we defaulted the device as a troubleshooting step and can now no longer access the web GUI. 

I've followed this https://community.cisco.com.mcas-gov.us/t5/network-management/can-t-connect-to-web-configuration-for-firepower-1010/td-p/5055589 without success. 

I ran through the running-config and the only noticeable difference I can see is 'http server enable' missing - as seen from a known good device. I've searched multiple sites and cannot figure out how to enable that, or if that is truly the problem. I've attached a screenshot of the error we're seeing and the CLI output.

Even though the device was set to be managed locally, this was the ultimate fix

configure manager delete

configure manager local

  - Could you add those directives from 'working appliance.txt' too in the running configuration of the
  problematic firepower device(?)

I did try that but they don't seem to be valid commands. I haven't been able to question mark my way through it yet, do you know how to do this?

did you select device mgmt locally ?
