how to initially boot a 2651 router with no image

Here's the situation. This was a perfectly good working router until 2 days ago, I've been given a 2651 router, when I turn it on my activity light slowly blinks and the router will not boot (not even into rommon mode). Is there a way of booting up into some sort of mode so that I can install an image and if so how do I do this? Any help is appreciated.

Troy,

Sounds like a hardware beef because ROM monitor comes immediately after powering up, and it is what actually does does power-on diagnostics and initializes the hardware when everything works fine.

If, for some, reason, there is no valid image Flash, you can try the tftpdnld or xmodem commands are described here http://www.cisco.com/en/US/products/hw/routers/ps259/products_tech_note09186a0080094a0b.shtml.

Otherwise try the following:

1. Troubleshooting Router crashes (http://www.cisco.com/en/US/products/hw/iad/ps397/products_tech_note09186a00800b4447.shtml).
