You can access sw or router via

Loopback IP

Interface IP

SVI IP of any vlan

The must important is the reachable between your pc and IP you want to access.

I am having the same issue. I can access my switches via the IP on the vlan of the subnet I am currently on. I can ping the IPs of the other vlans and I can ping the loopback ip but I can't ssh or access the gui on those IPs. Just the IP on the subnet my system is on. If I go to a system on a different subnet I have the same issue.

Do you have a default gateway set on the switches?

Yes it isn't a gateway issue. I can access most devices across the network. It is just the interfaces on the switches that is giving me an issue.
