How to shutdown a BDI when all T1's(PRI) are full or OOS

I have a customer that has (6) 4451 with the same configuration. The questions that I cant figure out is on how to route a new call when all trunks are full to the next 4451 and shutdown the BDI so the SBC doesn't attempt to send a call to the 4451 that has all trunks are full.
I am looking to use EEM but, cant find the correct EEM script to use?
Please advise.

How would you do the necessary steps manually? What CLI would you use to determine the trunks are full? What CLI commands would you use to failover to the next 4451?

EEM is not a magic bullet. It can automate those things that can be done manually with CLI or SNMP based on events (or periodically). But if you don't know the manual procedure, this is not the right forum.
Given the subject matter, check on one of the voice forums first and find out what would be the ideal procedure. When you have that, then we can work to wrap automation around it.
