ISR 4400 firmware upgrade

When upgrading a ISR 4451 from  isr4400-universalk9.03.13.04.S.154-3.S4-ext.SPA.bin to isr4400-universalk9.16.06.04.SPA.bin is the rommon firmware upgrade included?  I ask because when I upgraded my 4351's a month ago to 16.9.1 a prompt came up telling me a rommon upgrade was required and then asked if I wished to make that upgrade.

 

However, when I attempt to upgrade my 4451's to 16.6.4 the upgrade fails and I never saw such a prompt regarding the upgrade of the rommon version.  Below is the output from the boot for when that upgrade attempt failed.

 

Is it because 16.9.1 includes the rommon upgrade and 16.6.4 does not?  What about 16.7.3?

Actually now that I think of it, I believe I did have to download the updated rommon firmware for my 4351 upgrade and manually upgrade that first.

Yeah, you need to upgrade the ROMmon first.
