You can set up an SNMP Trap to get alert your group,.
or you can use the EEM script on the device to send an email, Let us know which method you like to use, so we can suggest some information.

Hi
My query is as follows
1. We have multiple ISP Links on the Router on multiple Ethernet interfaces.
2. If there is a Service provider cloud issue, Fiber cut etc , then the Link is down
3. The ethernet port however remains up , since it is connected to the MUX
Would like to have a solution -
1.To understand what trap would provide the Link down , along with IP Addresss and Port description
2. How to configure this trap in NMS, with respect to OID and MIBS and what exact description to catch and generate a Trap to Ticket

This can only Possible by checking the next hop address using source IP on the ISP Links
NMS Most case only give you information related to Physical port up and down.
As i have suggested, you can run EEM Script to send email what ISP Link not rechable ?
