LMS 4.0 : DCR Server is down

I install LMS 4.0 on Window 2003 Server , it have error in MultiServer Configuration page

There are several patches for this type of error, but I don't know if there are any for version 4. I though the problems were resolved in LMS 4

You may want to post the output of a  pdshow -brief
