How do i create an Email alert when stack/switch become non responsive?

(DFM) fault management will do this out of the box.  ( if you configure it to send mail somewhere )

Well, you define an 'event set' (what type of events do you want to see),  you create 'notification group' (combine the devices and the events), and then a 'notification email action' (to who do we send it) 

Of course you may get more alerts for other fault types of 'module down' or something like that.
