Manager GSR Router

I would like to know what the best way to manager GSR Router. I'm checking the Cisco Element Management Framework, is it the best, or CiscoWorks provides enough support?

What time of management are you trying to do on the GSR? config backup, code upgrades, etc? Are you looking to manage each card individually?
