Does anyone no a means by which one can determine how much traffic is hitting a policy map or a traffic shaping definition?

Yes, one way is to poll the relevant OIDs in the CISCO-CLASS-BASED-QOS-MIB, if you're using CISCO-CLASS-BASED-QOS. A commercial tool such as CA/Concord eHealth has a QoS Module that can present such MIB values(cbQosCMPrePolicyByte, cbQosCMPostPolicyByte, etc.) in easier-to-interpret graphical reports.
