nexus 93108 admin down ports will not re enable

Running aci in the environment. last year we downsized and I admind down all the ports that were left vacant. Building back out with a new customer that is attaching to our environment and using the same EPGs as the old. All the EPGs are still associated with the port. Ports that only have one EPG associated are coming back up. those with multiple close to 100 are NOT. need help trouble shooting this. 

No errors are being shown when I attempt to enable the port.

what if you try and default one of the ports (default interface), than re-add the epg's manually ?

ports with 1 epg associated will re enable but, at current the ports I am attempting to re enable have over 100 epgs associated with them. Part of a T&D environment where access to different networks is a requirement to assist in build of systems and apps.
