Physical interface is not coming up (Te2/8 )

Hi ,

I have Cisco 7609 router in that one of the Physical interface is not coming up(Te2/8 ) physically the port is showing red LED indication and other end juniper router is connected and between this two mux port is there when they gave loop test (port to port in same module)the same port is working fine.the link Transport mode  is WAN where the port Transport mode LAN  whether this will cause the issue?.

TenGigabitEthernet2/8 is down, line protocol is down (notconnect)

 Transport mode LAN (10GBASE-R, 10.3125Gb/s)
