Policy-Map Issue: SDK - No resources || NCS-5504 || IOS-XR

Hello,

We are having issue on NCS-5504 Platform. It's  running on IOS XR Version 7.7.2

When we trying  to apply policy-map for binds output traffic like following one: 
interface HundredGigE0/0/2/1.1361
service-policy output 2700Mb-OUT

We're facing following error :
!!% 'DPA' detected the 'warning' condition 'SDK - No resources for operation'

Policy-Map configure: 
policy-map 2700Mb-OUT
class class-default
shape average 2750 mbps
!
end-policy-map
!

Anyone know this issue or have any idea about that ? Please suggest me how to fix it.

Try using policer instead of shaper it will consume less hardware resource,
