Can someone please guide me how to config prime infra 3.1 to collect controller backup on a scheduled date/time

Have you faced any issue when running config archives ? ( controller creds failure - found lot of bugs related to it) Not sure when cisco going to fix it.

Unfortunately Cisco Prime is very buggy. If you are sure you can a read/write community and proper credentials, then, the only solution is open up a Cisco TAC or wait for future updates.
Although, scheduled backup is not difficult to get running script from somewhere. You can get to the WLC, run show running-config and take it to a directory. This would be more reliable.
