The GSD file is contained in the IOS .tar archive. If the software on your IE-3000 has been installed from the .tar bundle you will find it in a subdirectory on flash, example:
ie3000#dir flash:/ies-ipservices-mz.122-55.SE/

..

If you just have the .bin image on flash, you can download and extract the .tar for your IOS version from Cisco.com.
