RME CatOS failed to get device prompt

I'm running Ciscoworks w RME3.5 on c4006 with various versions of CatOS. Checking the Device attributes & using Config Management always fail because according to the archive status log the failure is always "failed to get device prompt".

This occurs using local passwords or TACACS. I've got about 150 other Cisco devices that work fine and return the same type of prompt. The only thing common is it affects all c4006 CatOS and there is always 1 to 2s delay before the prompt is returned on these only.

After some more investigation I've realised that if you telnet from a Windows box,(which Ciscowork is running on), you don't get the prompt until the first character of the username has been entered. From another Cisco device the prompt is returned after around 1sec. So I suppose the issue is not with Ciscoworks but c4006 telnet interaction with Windows.
