set custom dhcp vendor specific tag asr 9k/1k

Hi

Our network have a few 9k/1k routers .we recently tried to start an tr069 server . is it possible that we tried to enforce pppoe users an acs url ? 

we recently used option 43 in dhcp network and it works but now we need to enforce this to pppoe users . is it possible that we tried to enforce something like this as vendor-specific tag or anything like this ?

I have idea, 
you can use different domain and hence different pool of IP for each PPPoE domain group.

tough one. I have heard about PPPoE service selection (link below). Otherwise, maybe you can do it through AAA and RADIUS...
