SNMP 64-bit Octet Counter steps back

Since we've replaced our Internet router with a IOS-XE C8000 router, the ifHCOutCounters generate regular spikes like shown below.

This happens normally when the router reboots and the counters are reset on the device and generate a wraparound in the RRD database. However, the IOS-XE C8000 router running on version 17.6.3a [Bengaluru] is producing these step-backs very frequently without rebooting.

I've setup a debug script to record the raw SNMP ifHCOutCounters values:

13.11.2023 03:15 - 0x0006f6cbea374b7a
13.11.2023 03:20 - 0x0006f6cf7aa36da2
13.11.2023 03:25 - 0x0006f6d2d9b6bc96
13.11.2023 03:30 - 0x0006f6d762989d2b
13.11.2023 03:35 - 0x0006f5db685e215b
13.11.2023 03:40 - 0x0006f5df76b3a9e7
13.11.2023 03:45 - 0x0006f5e40e63df52
13.11.2023 03:50 - 0x0006f5e937d175ee

As you can see, the poll between 03:30 and 03:35 steps back even though its far away from the 64-bit wrap-around. These step-backs are in sync with the spikes in the graph above.

For me this is looking like a bug in the SNMP server software, however I haven't been able to find a matching bug report.

Has somebody else observed a similar issue? Is this maybe a new bug?
