SNMP return traffic = broadcast?

I am trying to snmp poll one of my switches and have been unsuccessful. After performing some debugs I found that the switch is replying via snmp to the 255.255.255.255 broadcast address and not the ip address that sent the request. I have attached the debugs of a working/ not-working snmp query and the configs of a working (rtc-2nd-east01) and non-working (rtc-agg01) switch. Any help would be appreciated, Thank you!

I could only add three attachments, here is the config of the non-working switch

I also forgot to mention that the ip address that is performing the snmpwalk is 10.20.20.10.

After working with TAC we discovered this was a software bug.
