I have an ASA 5506-X and connect to the VPN of another company. When doing so, I am unable to upload files using rsync or scp. I can download using rsync or scp just fine over the VPN. If I remove the 5506 from my network and replace it w/ a much cheaper firewall, I can upload using rsync and scp just fine.
Any thoughts?

You need to look at what ACL Policy you have. - Open ASDM does the real-time monitor capture. and test it.
if possible post the config for us to understand, tell us your Local IP and far-end IP address

My local IP for wan interface is via DHCP. I use openvpn to connect to my company using their config initiated from my desktop. I've attached a "show running" of my config.
I'm really at a loss as to why I can't upload files in an OpenVPN tunnel between my desktop and my work place. It's not like the ASA can see the encrypted traffic.
Any help much appreciated.
