VMS 2.3 install issue

I'm doing a fresh install of VMS 2.3 and I've gotten past the first disc on the install. Then the docs say to put in disc 2, and there should be 3 exe files on the CD. I only have setup.exe which is for the CSA MC 4.5. From what I've been reading, the remainder of the install it to install RME 3.5, IDU12, and the CSA MC.

Maybe Cisco packaged the wrong CD? I am using the Ciscoworks NFR kit.

The disc 1 volume label is CWVMS2_3_WIN and looks OK.

The disc 2 volume label is CWVMS_CSA_W2K and contains the following folders - Documentation, Licenses, and Third Party. There is a cisco_V4.5.0.565_verify_digests.exe and setup.exe file in the root folder of disc 2.

this states that CSA MC can be installed before or after installing RME3.5, so u should be able to proceed installing CSA MC.
