Can anyone tell me exactly what is the minimum temperature for cisco devices, like if the temperature is bellow or equal 4 what will be the impact on the devices “2800/3800/3560/2960/6500E.

A temperature threshold is exceeded if any of the following conditions occur:
•The internal temperature of the router is over 100° C.
•The internal temperature of the AC power supply is over 100° C.
•The internal temperature of the DC power supply is over 100° C.
I don't think their is a minimum temperature so as long as the router is not freezing you should be fine.
Cisco advises a minimum of 32°F (0°C)
