I found the solution:
Go to the expert mode then root access
Root# pmtool disablebyid tomcat
Root# cd /ngfw/etc/sf/
Root# rm ./state.yml && rm ./agentStore && rm ./agentCerts
Root# pmtool enablebyid tomcat

Thanks for the response.
I checked the guide, DNS is properly configured. Mgmt interface cant ping to direct ip also.
