Hi, I would like to know if it is possible to do geo blocking by country using CLI on the Cisco 1941 platform. Any advice and help would be much appreciated.

as per my understanding about security license, that feature is not available.

Although the feature to block by country is not present, you could consider looking up the IP address block for the country you want to restrict access to and then write an access-list for this.  It could be an administrative nightmare but if you do not have the budget for a device that can block this automatically, it is an option to consider.
