How to enable license reservation on smart account

I have a Cisco FPR-2140 firewall , the firewall is running an ASA system.
I need to enable 3DES-AES on this firewall.
Since the firewall is not connected to the network, I chose the Smart License Reservation method to enable 3DES-AES.
But when I enter the request code in the smart license Reservatiom page, the system prompts "This code is requesting for license reservation, but reservation is disabled for this Smart Account. Please contact your Smart Account Administrator if you need this functionality to be enabled."
My account is already a smart account administrator, what should I do?
