So I purchased several firepower ASA strong encryption licenses, and they show up in the licensing dashboard in the virtual account, under the licenses tab. How do I get these licenses applied to the FP1010 devices running asa code?

When you generate your token for smart licensing, make sure to check the box to allow export-controlled features. That will ensure the ASA instances can check out the associated strong encryption licenses.

I made sure that was checked, and performed the following steps on the FP-1010 devices:
ASA(config)# license smart
INFO: License(s) corresponding to an entitlement will be activated only after an entitlement request has been authorized.
ASA(config-smart-lic)# feature tier standard
ASA(config-smart-lic)# feature strong-encryption
ASA(config-smart-lic)# exit
ASA(config)# exit
4.) LOAD SMART ACCOUNT TOKEN ID
ASA# license smart register idtoken ######################
5.) wr and reload
I've followed these steps, validated the mgmt links can resolve dns and hit the internet, but I still can't get it to load.
