This command here should do the trick:
The snmp-server enable traps config command is used to enable transmission of this trap.

The requirement is if anyone makes a change on ASA, it should go to SNMP server.

No it did not work.
I checked the documentation and found that there is no trap for ASA to send all config changes to SNMP server.
