have you looked at ISE requirement to run Qcow2 file ?
https://www.eve-ng.net/index.php/documentation/howtos/howto-add-cisco-ise/
Note: this is not a cisco issue, this is more of a Simulator issue about how that work, so better you need to ask a respected forum to get a proper reply.
Note : i did run ISE on PNET it works as expected before 2.4 and 2.7 (now i have moved to ISE 3.0 VM on esxi, that give more flexible than inside pnet/eve.
Suggestion: turn off all the nodes, and check the df -h space check.
run the ISE again with problem image download from right place :

ISE running as VM or Appliance? do you have enough resources(like disk space ?)
If this is the initial setup, does ISE take some time to get all running as expected?
Also, check the Logs what error you getting from the shell.
i have used eve-n palate form <-- you mean you using eve-ng?

i have allocated 800 GM HDD and RAM 32GM and 12cpu <<- is this for ISE itself or total eve ?
We recommend that your VM host server use hard disks with a minimum speed of 10,000 RPM.
Note |
When you create the Virtual Machine for Cisco ISE, use a single virtual disk that meets the storage requirement. If you use more than one virtual disk to meet the disk space requirement, the installer may not recognize all the disk space.
