rate limiting on the asa

I have the following setup:

3 switches --> ISR router --> ASA --> internet

i have multiple vlans on the switches and I would like to rate limit them on the firewall, so in other words

192.168.1.0 --> Internet only gets 2MG (upload and download) and anything above 2MG gets dropped

192.168.2.0 --> Internet only gets 3MG (upload and download) and anything above 3MG gets dropped

The reason i want to do it on the firewall is because we only care to limit the traffic going to the internet and not within the internal network.

Is that doable on the firewall?
