SA-VAM2 keeping shutting down

Hi,

Each time I try to insert the VPN Acceleration Module 2 (SA-VAM2) into the Cisco 7206 router, i'm keep getting this error.

:43:09.438:: %VPN_HW-1-INITFAIL: Slot 6: No response to download in 50000 milliseconds

:43:09.438:: %VPN_HW-6-SHUTDOWN: VAM2 shutting down

But when i show diag, i can see that the router detects the module as below but it does not performance the encryption.

Even when i run the feature navigator this module supported by the current image but why do i get this error? How to activate this module?
