I have to site VPN ,I want to give prioritize the second one always 

How can i do apply qos ,shapping and policing

Can you provide more information on your requirement "I want to give prioritize the second one always" - second what?

I assume you are using ASA for the VPN?

The following provides information on QoS for traffic through a VPN using ASA.

Hi,

What I mean,

I have two site-to-site VPN  and also static (Publishing websites)  and dynamic (For internet access ) running.

I am trying to upload some VMS to the cloud through site-to-site vpn and it is very slow. So my question I want to prioritize the upload traffic .

And also note that there are other site-to-site VPN also.

Among all these, I want to prioritize site-to-site traffic through the cloud
