I think we are hitting this bug on 9.12(4)40 even though it is not listed in the affected releases.

So, we downgraded to 9.12(4)24 and our client VPN problem got solved.
Even though I don't see 9.12 (4)24 in fixed releases or 9.12 (4)40 in affected releases, is it possible that Cisco doesn't know about it or is it internal information?
In this case, If I want to upgrade to 9.12(4) 40 again or a higher version due to some vulnerabilities, should I just upgrade to another fixed release?

@RahmaSallm the issue might have only been introduced in the first known affected release, so may not be applicable in 9.12.x.
Yes, upgrade to a version that has the fix or newer (which should include the fix also) - though that depends on what ASA software is supported by your hardware. Older ASA hardware does not necessarily support the latest software images.
